The EU Innovation Fund is one of the world’s largest funding programmes for the demonstration and deployment of innovative low-carbon technologies.
Its goal is to help energy-intensive industries, power generation, and transport sectors decarbonise at scale, supporting projects that can make a measurable contribution to Europe’s climate neutrality objectives.

Funded by revenues from the EU Emissions Trading System (ETS), the programme focuses on first-of-a-kind technologies that can significantly reduce greenhouse gas emissions and lead the shift toward a net-zero economy.

What it funds

The Innovation Fund supports projects that develop, demonstrate, or scale up breakthrough technologies in areas such as:

Renewable and low-carbon energy generation

Energy storage and hydrogen

Carbon capture, utilisation, and storage (CCUS)

Energy-intensive industries (cement, steel, chemicals, etc.)

Substitution of carbon-intensive materials and circular economy innovations

Funding is provided through large-scale and small-scale calls, depending on the total capital expenditure of the project.

Who it’s for

The Innovation Fund targets companies, industrial consortia, and public-private partnerships developing technologies that are ready to demonstrate their potential in real-world conditions. Projects are typically led by industrial players but often include research organisations, technology developers, and engineering partners to strengthen innovation and implementation capacity.

Participation is open to organisations established in EU Member States, Iceland, and Norway.

Funding at a glance

The EU Innovation Fund provides non-dilutive grants covering up to 60% of project costs, with additional flexibility to support capital expenditure, operating costs, and revenue shortfalls during the initial years of operation.

Typical funding levels:

  • Large-scale projects: over €7.5 million in total capital expenditure (grants often €20-200 million).
  • Small-scale projects: below €7.5 million in total costs (grants up to €4 million).

Calls are launched annually, with specific windows for large-scale and small-scale projects, often complemented by sector-specific calls focused on hydrogen, batteries or carbon capture.
